The goal is to develop robust capacity needs
assessment instruments and procedures that can be easily taken and implemented at the

In this context, it is an astonishing shortcoming that the Turkish Cypriot complaints
are not even mentioned in the Report despite the fact that they could easily be affirmed by
UNFICYP. During August 2011, the month of Ramadan, which is celebrated as the most
holy period of the year in the Islam faith, the Greek Cypriot administration did not grant
permission to Dr. (...) If the relevant teaching material was examined, it could easily be verified that this
course teaches students the history and culture of all religions, good ethics and morals, the
responsibility of good citizens, the principle of secularism, as well as the freedom of
thought and conscience.

Studies have shown
that this will even have negative effects on their development, as indicated in the position
papers released by social workers, psychologists and other child rights experts.18 According
to the Psychological Association of the Philippines (PAP), the law needs to consider the
developmental maturity of children, as “[a]lthough they may be able to discern right from
wrong action, it is their capability to act in ways consistent with that discernment that is
undermined.”19 Moreover, children and adolescents are vulnerable to coercion, and are
more susceptible to peer influence than adults.20 This sets them up to be easily exploited by

Structural indicators could include, inter alia, the number of local strategies
developed, the number of diplomatic missions that have volunteered for a post as European
Union liaison officer for human rights defenders, or the number of diplomatic missions who
make the Guidelines easily available on their websites.

Article 7 of the Education Law stipulates that Vietnamese is the official language to
be used in schools and other educational institutions, and that the State should enable ethnic
minority people to learn their spoken and written languages in order to preserve and
develop their ethnic cultural identity, helping pupils from ethnic minorities easily absorb
knowledge when they study in schools and other educational institutions.

On the other hand, those privacy-intrusive technologies are easily
available, and a case could easily be made that they are proportionate measures in the fight
against organized crime and terrorism.

However, this solution has come with complications.70
First, it has allegedly not left the aquifers untouched, and there is great concern that flaws in
the design of the pump have contributed to the shallow aquifer leaking into the deeper one,
leaving users of the traditional wells with little water to pump.71 Second, herders need to
have access to and use energy for water-pumping machines, whereas previous wells were

33. In compiling information, there is need to avoid the revictimization of the families
of the missing and disappeared by not requesting them to repeat testimony already provided
to previous commissions.
