The obligation of States to achieve progressively the full
realization of these rights by all appropriate means11 requires them to take deliberate, concrete
and targeted measures towards that goal, but they have some discretion in deciding which
means are appropriate in the light of available resources.12

Investigations into cases regarding organized crime may turn dangerous and journalists’ security

to an atmosphere of violence, which is a constant feature in the region in the last 15 years.

Further, the bill would have established a
Human Rights Committee as an independent administrative committee in order to afford remedy
easily, promptly and flexibly thereby creating a system more effective than the present system.

Montenegro has a relatively diverse media landscape: with a population of around
650,000 inhabitants, there are reportedly 23 television stations, 53 radio stations, 4 daily,
3 weekly and 30 monthly newspapers operating. 3 The small market and its financial
constraints are, however, considered to easily expose the media to pressure from business
leaders and the Government.
