The Committee urges the State party to: (a) Ensure that the protection of children with albinism is included in its national policies and that children with albinism can exercise their rights without any discrimination; (b) Address the root causes of violence, harassment and discrimination and provide adequate resources to implement the response plan to attacks against children with albinism; (c) Prevent and combat killings, mutilations, infanticide, kidnapping of and attacks against children with albinism, protect and provide them with psychological support, redress, rehabilitation and legal assistance, and punish those responsible for such crimes; (d) Strengthen medical, psychiatric and psychological assistance for children with albinism, provide training on albinism to medical personnel and ensure that sunscreen lotions, skin care and vision assistance are available free of charge.

The Government introduced a programme to support Persons with Albinism through provision of sunscreen lotion for skin protection from cancerous sun rays.

Paul Newman, a scientist with the National Aeronautics and Space Administration (NASA) Goddard Space Flight Center and co-chair of the Montreal Protocol’s Scientific Assessment Panel, led a team on a simulation whose results were first published on 18 March 2009 on the NASA website and later picked up by various media outlets under the title “New Simulation Shows Consequences of a World Without Earth’s Natural Sunscreen”. The Secretariat has shared these articles with the Parties and other stakeholders via e-mail.

There was a tax waiver on sunscreen lotions for persons with albinism and a grant for persons with disabilities in small business.

 Strategies to avoid over-exposure to solar UV radiation include staying indoors, seeking shade, wearing protective clothing, brimmed hats and sunglasses, and applying sunscreens. These methods should aim to balance the harmful and beneficial effects of sun exposure (...)  There is a complex selection process ahead, where the market will have to determine which of the many proposed new and old refrigerants will and can be used in the wide variety of RAC applications.

The Independent Expert on albinism recommended that the United Republic of Tanzania ensure that sunscreen was available, including by providing strong support for its domestic production; provide training and information on albinism and related health issues to mothers of children with albinism and their families immediately after the births of their children; continue to facilitate access to skin cancer treatment, including chemotherapy and radiotherapy, by reducing indirect costs or, where necessary, by providing financial support to ensure prompt access to treatment; provide free clinical assessments, both dermatological and ophthalmological, to persons with albinism, along with glasses, adaptive devices and other visual aids; and consider rolling out a national skin cancer prevention strategy similar to those that had been rolled out for the 10 other types of cancer most commonly affecting Tanzanians.65 48.

The funds had enabled the provision of sunscreen lotions and adaptive devices such as glasses and monoculars, as well as skin cancer prevention kits, available in 190 hospitals across the country.84 There were cases where persons with albinism had been denied the prevention kits because they were not preregistered with the National Council for Persons with Disabilities.85 5.

A health-care voucher was provided to 176 persons with albinism registered by the National Medical Assistance Agency and SOS Albinos was granted 900 tubes of sunscreen for persons with albinism in 2017. 104.
