Moreover, to date, Azerbaijan continues the very policy of ethnic cleansing and annihilating Armenians in Artsakh. For these reasons, as well as the very vivid memory of the drought in 2011, several people stated that they had little confidence in the sustainability of the water supply and feared the consequences of a future drought. However, if in the past Turkey played the role of a shadow puppeteer who directed the actions of Azerbaijan, now Ankara is directly involved in the internationally wrongful acts of the Azerbaijani authorities against the people of Artsakh, encouraging the criminal actions of Baku, providing military-political and informational support, providing with weapons, in particular, unmanned aerial vehicles and multiple launch rocket systems, sending military specialists and recruiting mercenaries from the Middle East to use them in the war against the Republic of Artsakh. A vivid example of Turkey’s aggressive behaviour is the destruction of an Armenian aircraft by a Turkish F-16 fighter jet in the airspace of the Republic of Armenia.

The Khojali genocide of 26 February 1992 is a vivid example of such violations. As an overall result of this war, widely known as the Nagorno- Karabakh conflict, more than 800 settlements were destroyed, and the economy the country incurred losses of over sixty billions USD.

The prevailing climate of impunity for the hate crimes targeting the Armenians, their dehumanization, and glorification of these crimes, is ongoing in Azerbaijan. The vivid example was the large scale aggression of Azerbaijan against Nagorno- Karabakh in April 2016, accompanied by atrocities of unspeakable cruelty towards the civilian population, including elderly persons and children, perpetrated by servicemen of Azerbaijani armed forces, some of whom later got awarded by the President of Azerbaijan.
