The cells were often overcrowded forcing detainees to share mattresses or sleep on the floor. They frequently provided insufficient natural lighting and poor ventilation. (...) The detainees were forced to sleep on benches or the floor for sometimes up to two weeks. In terms of sanitary conditions, access to drinking water or the toilets was severely limited.

The primary question for this inquest to determine is what happened to cause this resident of Palm Island to end up dead on the concrete floor of the watch house? On the nineteenth of November 2004, the day that Mulrunji died, there had been some problems for three indigenous women who lived on Palm Island. (...) He said they fell to the floor, together, towards the right into the hallway. (...) The exception to this would be if, in the course of that fall, Senior Sergeant Hurley fell on top of Mulrunji in such a way that concentrated compressive force was applied to Mulrunji’s upper abdomen while he was on the floor. A knee or elbow, with the body’s weight behind it, could conceivably have caused the injury that Mulrunji suffered. 3.

The majority of police stations did not have mattresses; detainees were therefore forced to sleep on concrete beds and, when the cells were overcrowded, on the floor. Visits were infrequent and only for a few minutes. (...) Catherine Correctional Centre, most of the detainees with psychiatric illnesses interviewed were forced to sleep on a concrete floor. The lack of adequate medical attention and the conditions of their detention are damaging to the physical and mental health of these particularly vulnerable persons.

Bata Central Police Station is located in a new building. On the ground floor, at the far end, male foreigners were detained in a spacious area that consisted of an open courtyard where the detainees could play football or sit on chairs. (...) The room had several mattresses on the floor and a few beds, tables and chairs, and was clean. (...) The physical conditions were good on the first floor as well, where mostly Equatoguinean detainees were held.

The facility is fully equipped with three waiting cells, gallows on the upper floor and, on the ground floor, an adjacent room with three mobile stretchers, facilities for the washing of the dead bodies, and a dedicated funeral transportation vehicle. (...) The prisoners slept on the bare floor and prison guards indicated that mattresses were provided only upon prescription by a medical doctor. (...) In most cells, inmates slept on the floor on thin mats. In the bigger cells, some inmates had beds or mattresses.
