I slide down until my feet touch the floor and through my sweaty socks I feel the hard and cold laminate floor.   After a nearly successful escape from my foggy brain into the present moment, I ask myself: here are my walls, bed, and floor, in the safety of the family home. I do not have to pay for them – so why do I want to move out?

Support the establishment of social protection fund and universal health coverage in Lebanon The ILO is working with the Lebanese government as well as workers’ and employers’ organizations in the country to identify social security gaps, introduce universal healthcare to tripartite stakeholders and assist in the establishment of a national social protection floor. (...) Since 2011, the ILO has been engaged in promoting reform of various social security schemes among tripartite stakeholders in Lebanon in order to work toward the establishment of a social protection floor (SPF). As part of efforts to establish a SPF in the country, the ILO has launched a self-funded initiative to assist tripartite stakeholders to move towards SPF establishment and provide minimum social security benefits to those not covered by the NSSF. (...) Objectives Endorse a new pension scheme amongst tripartite stakeholders and submit the scheme to the Council of Ministers for adoption; endorse the implementation of a national social protection floor among tripartite stakeholders; and put in place a mechanism for the establishment of a SPF; and introduce the concept of universal healthcare to tripartite stakeholders.

The ILO Social Protection Floors Recommendation, 2012 (No. 202) The Social Protection Floors Recommendation, 2012 (No. 202) provides guidance to member States in building comprehensive social security systems and extending social security coverage by prioritizing the establishment of national floors of social protection accessible to all in need. The Social Protection Floors Recommendation complements the existing Conventions and Recommendations. (...) Objective Reaffirming that social security is a human right and a social and economic necessity, the Recommendation provides guidance to countries: in establishing and maintaining national social protection floors as a fundamental element of national social security systems; in implementing their floors within strategies for the extension of social security that progressively ensure higher levels of social security to as many people as possible, guided by ILO social security standards.

However, some of those countries have already established some guarantees of a social protection floor. This study aims to calculate what additional investment would be required to establish a social protection floor in all countries and reach SDG target 1.3 by 2030.
