Almost all Parties also provided information on the reference year, base year, reference period or other starting point for measuring progress towards the target. Many of those Parties are measuring the achievement of their targets against a base-year level, with many selecting 1990 and others 2005, 2006, 2010, 2013 or 2017. (...) Almost all Parties provided a quantified value for their reference indicator for either the base year, the target year or both, as appropriate. 76. Almost all Parties have updated the basis for defining their targets, including reference points and ‘business as usual’ scenarios. Although such updates lead to higher-quality NDCs, for some Parties they lead to significant changes in the estimated emission levels for 2025 and 2030, for reasons other than changes to target levels. 77. All Parties that included strategies, plans and actions as referred to in Article 4, paragraph 6, of the Paris Agreement provided other information for clarification, including on expected levels of emission reduction or prevention, increased forest coverage, reduction of deforestation, energy efficiency targets, renewable energy share or other non-GHG policy targets. 78.

She elaborated on the assumptions, conditions and methodologies related to Denmark’s targets under the first and second commitment periods of the Kyoto Protocol and under the Convention, highlighting Denmark’s domestic target of a 40 per cent reduction in GHG emissions by 2020 and its ambitious domestic energy targets of more than 35 per cent share of renewable energy in final energy consumption and of approximately 50 per cent of electricity consumption supplied by wind power generation, both by 2020. 4. Regarding the progress made by Denmark towards its target, Ms. Nielsen confirmed that it will achieve its 21 per cent reduction target for 2008–2012 as its contribution to the joint EU target for the first commitment period of the Kyoto Protocol. AGGREGATE EFFECT OF THE INTENDED NATIONALLY DETERMINED CONTRIBUTIONS: AN UPDATE. SYNTHESIS REPORT BY THE SECRETARIAT
In the absence of such a figure, the method used for quantifying that level differed, depending on the type of INDC, as follows: (a) For absolute economy-wide emission reduction targets relative to a base year, the estimated level of emissions in the target year (2025 or 2030) was calculated directly by subtracting from the level of emissions in the base year the percentage specified by the Party for that target year; (b) For emission reductions below BAU level, the estimated level of emissions in the target year was calculated by subtracting from the expected level of emissions in the target year the percentage reduction specified by the Party for that year; (c) For intensity targets (e.g. targets expressed as a percentage reduction in the relationship between emissions and GDP), the estimated level of emissions in the target year was calculated by, firstly, subtracting from the intensity in the reference year the percentage specified by the Party for that target year and, secondly, by multiplying the resulting intensity by the expected level of GDP in the target year, as communicated by the Party, if available; (d) For emission peaking targets, historical emission growth rates were projected linearly towards zero in the year of peaking to obtain an estimate of maximum emissions;39 (e) For Parties that used a combination of any of the above and for which sectors and gases may overlap, expected levels of emissions in 2025 and 2030 were estimated individually. (...) Those estimates are taken from the respective ends of any communicated INDC target ranges. The high end aggregates all unconditional INDC targets (or the upper ends of any unconditional ranges) or, if a Party did not communicate an unconditional INDC target, the reference scenario. The low end aggregates all conditional INDC targets (or the lower ends of any conditional ranges) or, if a Party did not communicate a conditional INDC target, all unconditional INDC targets (or the lower ends of any unconditional ranges). 3.
