Action 21 - Chapitre 31 Chapitre 31 COMMUNAUTE SCIENTIFIQUE ET TECHNIQUE INTRODUCTION 31.1 Le présent chapitre est essentiellement consacré aux moyens qui permettront à la communauté scientifique et technique, qui rassemble notamment des ingénieurs, des architectes, des concepteurs- projeteurs, des urbanistes et d'autres professionnels et décideurs, de contribuer de façon plus ouverte et efficace aux décisions concernant l'environnement et le développement. (...) Il faudrait élargir et approfondir la coopération entre la communauté scientifique et technique et le public pour parvenir à un véritable partenariat. (...) Amélioration de la communication et de la coopération entre la communauté scientifique et technique, les décideurs et le public Principes d'action 31.2 La communauté scientifique et technique et les décideurs devraient travailler en association plus étroite pour appliquer des stratégies de développement durable fondées sur les meilleures connaissances disponibles.

This annex aims to provide Parties with guidance on identifying best available techniques for stationary sources to enable them to meet the obligations of the Protocol. (...) The expression “best available techniques” (BAT) means the most effective and advanced stage in the development of activities and their methods of operation which indicate the practical suitability of particular techniques for providing the basis for emission limit values (and other permit conditions) designed to prevent and, where that is not practicable, to reduce emissions and their impact on the environment as a whole: (a) “Techniques” includes both the technology used and the way in which the installation is designed, built, maintained, operated and decommissioned; (b) “Available” techniques means those developed on a scale which allows implementation in the relevant industrial sector, under economically and technically viable conditions, taking into consideration the costs and advantages, whether or not the techniques are used or produced inside the territory of the Party in question, as long as they are reasonably accessible to the operator; (c) “Best” means most effective in achieving a high general level of protection of the environment as a whole. 3. Experience with new products and new plants incorporating low-emission techniques, as well as with the retrofitting of existing plants, is growing continuously; the guidance document referred to in paragraph 1 may, therefore, need updating.

Question Study items to be considered include, but are not limited to: What manual and automatic test and measurement instrumentation and techniques to assess transmission performance need to be specified by ITU-T, and what should be the specifications? The following are examples of instrumentation and techniques which may be studied: Jitter test instrumentation to assess timing jitter, wander and network synchronization; jitter test instrumentation and techniques associated with narrow-band ISDN; jitter and wander test instrumentation and techniques associated with plesiochronous digital hierarchy (PDH); jitter and wander test instrumentation and techniques associated with the synchronous digital hierarchy (SDH); jitter and wander test instrumentation and techniques associated with broadband ISDN and ATM; jitter and wander test instrumentation and techniques associated with the Optical Transport Network (OTN). jitter and wander test instrumentation and techniques associated with IP networks and services.

L'Équipe spéciale a essentiellement pour mission: de coordonner l'ensemble des programmes, des politiques et des activités d'assistance technique liée au commerce des divisions de l'OMC; d'examiner les futures activités de renforcement des capacités commerciales; et d'échanger des données d'expérience, de coordonner les lignes d'action et de dégager les enseignements des activités passées

Un certain nombre d'activités ont été menées au cours de la période examinée afin de renforcer le programme de coopération technique de l'OIT et d'améliorer sa qualité. Les mesures administratives générales ont été adoptées ou renforcées pour accélérer les opérations internes et améliorer le contrôle du déroulement et de l'impact des projets de coopération technique. (...) Un séminaire public intitulé Méthodes d'exécution des programmes de coopération technique à l'intention du personnel a été organisé le 11 avril 1997 dans les locaux du Bureau. Quelque 80 fonctionnaires des unités techniques et administratives du siège, dont beaucoup avaient été récemment affectés sur le terrain, y ont assisté.
