While acknowledging the positive effects of
emerging technologies, their potential adverse impacts should not be neglected. (...) It is also designed to raise awareness of the impacts of
emerging technologies on international peace and security and to call for efforts to
prevent and mitigate the potential risks and conflicts caused by the application of
emerging technologies.
(...) Greater attention must also be paid to the use by terrorists of emerging
technologies to spread disinformation, incite hate speech, lead to violence and
pursue recruitment, and to the risk of proliferation of emerging technologies by
non-State actors so as to prevent emerging technologies from becoming new
means of crime.

(c) Technologies for adaptation: further work is needed to address issues relating to cross sectoral
implications of these technologies, to how to deal with these technologies as opposed to
technologies to address climate vulnerability, and to how to strengthen the work on specific
