While acknowledging the positive effects of emerging technologies, their potential adverse impacts should not be neglected. (...) It is also designed to raise awareness of the impacts of emerging technologies on international peace and security and to call for efforts to prevent and mitigate the potential risks and conflicts caused by the application of emerging technologies. (...) Greater attention must also be paid to the use by terrorists of emerging technologies to spread disinformation, incite hate speech, lead to violence and pursue recruitment, and to the risk of proliferation of emerging technologies by non-State actors so as to prevent emerging technologies from becoming new means of crime.

This is particularly important since it is noted in the same Paragraph (76) of the report that: (c) Technologies for adaptation: further work is needed to address issues relating to cross sectoral implications of these technologies, to how to deal with these technologies as opposed to technologies to address climate vulnerability, and to how to strengthen the work on specific activities for these technologies such as information development, awareness raising, planning, design, implementation and monitoring (d) Endogenous technologies for adaptation: it was noted that many local technologies for adaptation to climate change are available in developing countries. (2) Mexico: Development of Local Wind Technologies. The project aims to expand Mexico’s wind generation capacity by enabling local development and implementation of wind technologies. (...) The project aims to demonstrate “green truck” technologies in Guangdong Province. The technologies and practices, which have been tested by a pilot project and verified by the U.S. (...) Most of the suppliers of these technologies are foreign, and very few of them have started production in China.

Topics covered included: methodology and tools for prioritization of technologies, multi- criteria analysis, financial assessments of technologies, and facilitation of effective stakeholder consultation. (...) The objective of this initiative is two-fold: (1) to gain better, more in-depth understanding of the process of technology transfer and the role of the GEF with specific cases of technologies; and (2) to disseminate the technologies that have been successfully demonstrated through GEF support to a wider range of countries and audiences with a view to facilitating wider adoption of these technologies. (...) This project aims to promote the sustained transfer to Cambodia of 3-5 MW agricultural residue biomass-fuelled power and steam generation technologies from one or more countries where these technologies are already proven.
