While acknowledging the positive effects of emerging technologies, their potential adverse impacts should not be neglected. (...) It is also designed to raise awareness of the impacts of emerging technologies on international peace and security and to call for efforts to prevent and mitigate the potential risks and conflicts caused by the application of emerging technologies. Greater attention must also be paid to the use by terrorists of emerging technologies to spread disinformation, incite hate speech, lead to violence and pursue recruitment, and to the risk of proliferation of emerging technologies by non-State actors so as to prevent emerging technologies from becoming new means of crime.

Overcoming areas of regulatory uncertainty is also essential for encouraging long-term investment decisions, particularly for large scale technologies. For example, technologies such as carbon capture and storage (CCS) require a new and complex regulatory framework. (...) For example Australia’s financial contributions to the Asian Development Bank-led Clean Energy Financing Partnership Facility supports the deployment of new technologies with strong demonstration effects and the lowering of barriers to new technologies in the Asia- Pacific region. (2) Mexico: Development of Local Wind Technologies. The project aims to expand Mexico’s wind generation capacity by enabling local development and implementation of wind technologies. (...) The project aims to demonstrate “green truck” technologies in Guangdong Province. The technologies and practices, which have been tested by a pilot project and verified by the U.S. (...) Most of the suppliers of these technologies are foreign, and very few of them have started production in China.

a) Development and Transfer of Mitigation Technologies The Technology Action Framework will include but not limited to the following concrete actions: Existing mitigation technologies • Developed country Parties shall address the issue of intellectual property rights in the context of complying with their commitments under the Convention; • Remove and facilitate access to mitigation technologies, including publicly funded technologies; • Promote wide diffusion of existing mitigation technologies including energy efficiency and renewable technologies at a scale similar to the information communication technologies (ICT).
