The magnitude of drought related losses and impacts in the agricultural sector and water resources indicates a continuing vulnerability of the country to drought. The annual mean temperatures remained above average in the last five years. (...) The combination of rainfall deficiency with other climatic factors, and in particular high temperature, creates serious risk of drought in the central and south-eastern parts of the country where agriculture is the main economic sector. (...) As was explained in the document of the Ad Hoc Panel on Early Warning Systems of the UNCCD, inadequate infrastructure, high costs of modern equipment, political restrictions and national security, and lack of data exchange are the major constraints to promoting and strengthening the early warning systems
