The reception rate of GSN temperature and precipitation data via CLIMAT messages is raised from about 65% in 2005 to nearly 80% in 2007. The activities of JMA as GSNMC have contributed to the better exchange of climatological observation data. 2. (...) Activities in the NWP in the area of data and observations are undertaken in line with the objective in the annex to decision 2/CP.11 to advance subtheme a (ii), “Improving collection, management, exchange, access to and use of observational data and other relevant information on current and historical climate and its impacts, and promoting improvement of observations, including the monitoring of climate variability”. 2 Contributions and outlook at Community Level The European institutions and agencies have been mobilising important resources, e.g. under the impulse of the Sixth Environmental Action Programme, 2001-2010, which has climate change as one of its four - 20 - priorities, 2.1 Contribution to improved understanding of current and historical climate The European Centre for Medium-Range Weather Forecasts (ECMWF1) has as its main purpose to develop and provide numerical weather forecasting resource focusing on the time range from a few days to a few weeks.

The integrated food-water production systems adopted a production programming that expressed full control of the harmonization of the seasonal variations in rainwater, temperature and sunlight availability, to maintain the food supply year round without creating conflict in the practice of culture and religious belief. The planting programmes make available the maximum sunlight needed for rice biomass and grain production and at the same time harness the proper humidity and temperature at harvest time to get the best fermentation process for rice wine production. 12. (...) It is envisaged that the close linkages among TPNs will enhance information exchange, as recommended by CRIC 1, and will constitute a sustainable source of information.

We believe that the proposed workshop can definitely contribute to exchange of relevant information among the parties. (...) The impact of increase of sea surface temperature will increase the dilutive capability of carbon in the upper ocean, thus will increase the potency of ocean as carbon source not as carbon sink. The European Union emphasises that the maximum global temperature increase of 2 °C over pre- industrial levels should be considered as an overall long-term objective to guide global efforts to reduce climate change risks in accordance with the precautionary approach as expressed in Art. 3.3 of the Convention. (...) The European Union suggests the ad hoc working group to concentrate at its first meeting on two tasks: - to provide an open exchange of views on the expectations of Parties for the work of the group and - to agree on elements for a programme of work, including inter alia the issues to be considered by the group. (...) Furthermore, the European Union would like to ask the Secretariat to consider possibilities for the ad hoc working group to exchange views with the scientific community and all stakeholders.
