Dealing with the past 1st cycle: 12 A 2nd cycle: 110.92 R 3rd cycle: 134.156 N 134.157 N In December 2014, the Stormont House Agreement was concluded between the main NI political parties and the UK and Irish Governments.11 The Stormont House Agreement proposed, inter alia, the establishment of a single independent investigatory body, the Historical Investigations Unit, to carry out investigations into over 1,200 conflict-related deaths.

The Head of State is elected by universal suffrage for a five-year term and the President appoints the Prime Minister, who forms the Government, presides over the Council of Ministers, promulgates laws and is the Commander of the Armed Forces. The independent expert notes that in using the term minorities, the focus of her work is on distinct groups within societies that have faced long-term discrimination and disadvantage on the basis of identity as belonging to a national, ethnic, religious or linguistic group. (...) The independent expert welcomes the intervention of the House of Federation in issues which fall within its jurisdiction. 24. (...) The work of such organizations is extremely valuable, and their continued presence is considered essential to addressing the immediate and long-term needs of communities in the region, and to promoting peace and stability.

HUMAN RIGHTS PROTECTION Protection of the civilian population, including IDPs Recommendation 1.1.1 Short-term Issue and enforce clear orders to the armed forces and any militias under Government’s control that it is prohibited to make civilians or civilian objects (including cultivated land and livestock) the target of attacks or to launch indiscriminate attacks (including burning of villages and aerial bombardments); that such attacks can amount to war crimes and crimes against humanity, that suspects, including bearers of command responsibility, will be investigated and brought to justice, and that any immunities would be waived.

Using the indicators contained in the annex to the Group’s report submitted to the Council (A/HRC/5/6), the independent expert provides an assessment of the Government’s activities in implementing the recommendations to be achieved in the short- and medium- term, as well as the degree of impact reported on the ground in Darfur. The independent expert continued to follow the methodology used by the Group of Experts in its work: (a) To cooperate and work in a transparent manner with the Government of the Sudan and other relevant partners of the international community; (b) To identify obstacles to the implementation of previous recommendations; (c) To differentiate short-term from medium-term recommendations with a view to assisting the Government of the Sudan to implement fully the recommendations identified and to keep the victims of past and ongoing human rights violations of human rights and humanitarian law in central focus, with the aim of reducing such violations in the future. 7. He notes that, in certain specific instances, the feasibility of full implementation could have been affected by the absence of sufficient resources and technical assistance; however, several recommendations on protection against summary execution, arbitrary detention and torture, which were prioritized as short-term and could have been implemented within a short-term time frame (as they did not require lengthy administrative processes or additional resources) have not yet been implemented.

This includes people renting caravans on a medium- to long-term basis where no one in the caravan has a full-time job. (...) Numerous testimonies were given to the Special Rapporteur of long-term homeless situations and the lack of possibilities to end the cycle of homelessness. (...) This hampers an effective, urgent and long-term strategy to address the situation, which in some cases could be qualified as a humanitarian crisis. 65.
