Northern Ireland Human Rights Commission: mid-term report on the
Human Rights Council’s Universal Periodic Review of the United
Kingdom
The Northern Ireland Human Rights Commission (NIHRC) is a statutory public body
established in 1999 to promote and protect human rights. (...) In response to the Universal Periodic Review (UPR) 3rd cycle recommendations, the UK
Government reiterated its full commitment to the UPR process, volunteering to publish an
update report by May 20181 and a mid-term report by May this year. The mid-term report is
now overdue.

In December 2014, the Stormont House Agreement was concluded between the main NI
political parties and the UK and Irish Governments.11 The Stormont House Agreement
proposed, inter alia, the establishment of a single independent investigatory body, the
Historical Investigations Unit, to carry out investigations into over 1,200 conflict-related
deaths.

Secondary homelessness refers to those moving frequently from one form
of temporary shelter to another, including people using emergency accommodation, people
residing temporarily with other households and those using boarding houses on a short-term
basis. Tertiary homelessness refers to people who live in boarding houses on a medium- to
long-term basis. (...) This includes people renting caravans on a medium- to long-term basis where no one
in the caravan has a full-time job. (...) Numerous testimonies were given to the Special Rapporteur of long-term homeless
situations and the lack of possibilities to end the cycle of homelessness.

farm dwellers had also been evicted or displaced since 1994.

The Commission consists of nine Commissioners appointed by the President for a
five-year term. It is mandated to monitor the human rights situation, promote and
protect human rights, conduct investigations into human rights violations and take

disturbance by family members and goes to a relative’s house, the house of a
legitimate mahram (unmarriageable kin) or to a justice institution, then this shall not

Moreover,
under the former regime, tenants benefited from strict, long-term rent control, in which case
many paid a nominal sum each month. (...) First, the adoption in June 2008 of an
administrative rule, Portaria 517/2008, allowing for rental of apartments, houses and rooms
for temporary accommodation; second, as a result of the New Urban Rental Regime, which
allows the eviction of existing tenants where a building is to be renovated, more owners are

investing in renovations then leasing out their properties on a short-term basis in order to
recover expenses as swiftly as possible; and third, the increases in the tourist industry in
Portugal, especially in Porto and Lisbon.
63. (...) In addition, only a few neighbourhoods
in the historic centres of Lisbon and Porto have more than 10 per cent of their housing
stock devoted to short-term accommodation.
64. Short-term rentals, especially when they become the primary form of occupation of
specific neighbourhoods, can weaken community networks and the social fabric of a city,
which in turn undermines the promotion of long-term rental as an essential tenure system
for local residents.

The Head of State is
elected by universal suffrage for a five-year term and the President appoints the Prime
Minister, who forms the Government, presides over the Council of Ministers, promulgates
laws and is the Commander of the Armed Forces. (...) Extreme acts of violence have
also occurred, underscoring the long-term nature and complexity of the challenges France
has faced, including the Vitry-le-François train bombing of 1961 in which 28 persons were
killed and over 100 injured. (...) It embodies the principle of national solidarity, supports the legal capacities
and autonomy of victims and provides responsive measures to meet the immediate and
long-term needs of victims. The robustness of the country’s system in respect of victims is
enabled by a compulsory levy on property insurance policies.

(...) Teachers and school administrators have been given
methodological assistance in working with children experiencing psychological trauma.
A short-term training course has been conducted for a group of 14 volunteer staff members
from the South Ossetia Youth Affairs Committee on providing primary psychological assistance
to victims. (...) The violation of the right of children to housing is expected to have long-term
consequences given that many of the houses where refugees had been living were destroyed,
making their return to their homeland difficult, if not impossible.

REPORT ON THE STATUS OF IMPLEMENTATION OF THE RECOMMENDATIONS COMPILED BY THE GROUP OF EXPERTS MANDATED BY THE HUMAN RIGHTS COUNCIL IN RESOLUTION 4/8 TO THE GOVERNMENT OF THE SUDAN PURSUANT TO HUMAN RIGHTS COUNCIL RESOLUTION 6/34 /PREPARED BY THE SPECIAL RAPPORTEUR ON THE SITUATION OF HUMAN RIGHTS IN THE SUDAN
In resolution 6/34, the Council requested the Special Rapporteur on the situation of human
rights in the Sudan to ensure effective follow-up and to foster the implementation of the
remaining short-term and the medium-term recommendations identified in the first report of the
Group of Experts (A/HRC/5/6) through an open and constructive dialogue with the Government
of the Sudan, taking into account the final report of the Group of Experts (A/HRC/6/19) and the
replies of the Government thereon, and to include information in this regard in her report to the
Council at its ninth session.
4. (...) (a) To cooperate and work in a transparent manner with the Government of the Sudan
and other relevant partners of the international community;
(b) To identify obstacles to the implementation of previous recommendations;
(c) To differentiate short-term from medium-term recommendations with a view to
assisting the Government of the Sudan to implement fully the recommendations identified and to
keep the victims of past and ongoing human rights violations of human rights and humanitarian
law in central focus, with the aim of reducing such violations in the future.
8. (...) However several recommendations which were prioritized as
short-term and could have been implemented within a short term time frame, as they did
not require lengthy administrative processes or additional resources, have not yet been
implemented.
