House of Commons has stated in a report that nearly 1,000 children in families each year
are detained in immigration removal centres.43 Stakeholders estimate that the figure is
actually double that.

Sri Lankans soon became the majority, leading to the coining of the term
“Srilankiye” to refer to a migrant domestic worker. (...) The employer is required to apply for a longer-term visa within the first three
months of the worker’s arrival in Lebanon and must deposit $1,000 with the Housing
Bank, a Government-owned bank, as a guarantee for unpaid wages or a return ticket
if the worker is deported or repatriated. (...) In many cases, migrant domestic workers are
unable to leave the house and find a forensic doctor within 24 hours.

We welcome the Rapporteur’s recognition that long term care, including home care
is one of the key issues and concerns in ensuring older people enjoyment of their
right to health. (...) People have described the emo-
tional impact of being washed and dressed by a large number of different people, and
having to repeatedly disclose personal information every time a new care worker
comes to the house.
Lack of complaints and low expectations
The full extent of the potential human rights breaches is likely to be masked by the
fear of complaining and the low expectations about the quality of homecare that
many older people believe they are entitled to.

later, the inhabitants began to be subjected to what would become long-term European-

Rapporteur noted that women with children were kept in a “safe house”, in a separate
location. At the time of the visit, a scabies outbreak was prevalent in the centre.

Article 517 of the 1976 Afghan Penal Code provides that “a person who gives in marriage
a widow or girl who is 18 years or older against her will or without her consent” shall be
punished by a short term of imprisonment. Paragraph 2 of that article provides that where this is
done as compensation for a wrongdoing (i.e. as bad), the defendant shall be sentenced to up to
two years’ imprisonment. (...) Others argue that the informal sector is inherently discriminatory against
women and that women’s rights can only be protected by ensuring that women have access to a
functioning formal judiciary and law enforcement system. While in the short term the former
may be inevitable, the State-building itself would necessarily require the strengthening of the
latter.
