However, the
Special Rapporteur also observed that reconstruction projects involving communities
themselves had better outcomes.13 In some cases, the design of houses does not correspond
to the needs of Maldivians, for whom the house is also a basic livelihood asset. For
example, traditional homes in the atolls have a kitchen outside the house, used to cook or
dry fish outdoors. In some newly-built houses, the kitchen was located inside the house,
making it inconvenient, particularly for those who rely on cooking or the fishing industry
for their livelihood.

Following the 1996 constitutional reform, Parliament now comprises a House of
Representatives, whose members are directly elected, and a House of Councillors, whose
members are elected by an electoral college. (...) In November 1999 the King adopted the National Education and
Training Charter, a basic text establishing the framework for reform of the Moroccan education
system in the medium and long term, setting forth a raft of measures for modernization, laying
down the basic principles of education in Morocco and proclaiming 2000 to 2010 the Decade of
Education and Training. (...) The Charter sets deadlines and concrete medium- and long-term targets for some of the
fundamental objectives of educational reform, but several of these have had to be reviewed and
their implementation delayed.

Together, we can promote opportunities that
support the long-term goals of the Paris Agreement and the development of an ambitious
post-2020 global biodiversity framework, taking into consideration the growing relevance of
land-based solutions for climate action and biodiversity conservation and the mutually
supportive implementation of the three Rio Conventions. (...) He shared
his concern that the world is not on track to achieve Sustainable Development Goal 6 because
of long-term water scarcity for humans and ecosystems. Collaboration will be key, and the
Global Water Partnership’s 3,000 partners across the world could be instrumental in this. (...) Achieving sustainable development at scale is a major challenge that will require all
stakeholders to focus on the long-term economic sustainability of value chains and on the

assistance to prevent and mitigate the short-term effects of the incident would have required resources
beyond that which was available in the Fund for this case, noting the potential magnitude of emergency
response activities to address a incident involving hazardous wastes.
21. (...) The interim guidelines recalls the mandate of UNEP/OCHA which is to improve the international
response to environmental emergencies by serving as a clearing-house for information and a
switchboard for disaster notification, and alerting and acting as a broker between affected donor
countries.

involvement of diplomats from the United States Interests Section in Havana in the delivery of
money from the notorious terrorist Santiago Álvarez, resident in the United States, where he is
serving a prison term, to mercenaries in Cuba, mercenaries in the service of United States policy
in Cuba. (...) Moreover, yesterday, in the midst of this situation, the United States Interests Section
staged and orchestrated another provocation against Cuba and held a meeting in the residence of
one of its officials on 7th and 24th streets in Miramar. This house has become - as I said - a sort
of convention centre for the counter-revolution in Cuba and for mercenary groups of the
United States. (...) Regarding Bush’s speech and that whole spectacle at the White House, I must say that it
was a decadent show, an irrelevant and cynical speech, an act of ridiculous propaganda in bad
taste.

The Equality and Human Rights Commission is Great Britain’s National Hu-
man Rights Institution (NHRI), with ‘A status’ accreditation since 2009. (...) This paper comments on the Universal Periodic Review (UPR) mid-term re-
view statement by the UK on the progress made in implementing the recommenda-
tions accepted from the UK’s examination in 2008. (...) The EHRC is concerned that in the UPR Mid-Term review the
Government’s primary response to prison overcrowding is building new prisons.
