Human Rights Council’s Universal Periodic Review of the United
Kingdom
The Northern Ireland Human Rights Commission (NIHRC) is a statutory public body
established in 1999 to promote and protect human rights. (...) In response to the Universal Periodic Review (UPR) 3rd cycle recommendations, the UK
Government reiterated its full commitment to the UPR process, volunteering to publish an
update report by May 20181 and a mid-term report by May this year. The mid-term report is
now overdue.

In December 2014, the Stormont House Agreement was concluded between the main NI
political parties and the UK and Irish Governments. 11 The Stormont House Agreement
proposed, inter alia, the establishment of a single independent investigatory body, the
Historical Investigations Unit, to carry out investigations into over 1,200 conflict-related
deaths.

The Head of State is
elected by universal suffrage for a five-year term and the President appoints the Prime
Minister, who forms the Government, presides over the Council of Ministers, promulgates
laws and is the Commander of the Armed Forces. (...) Extreme acts of violence have
also occurred, underscoring the long-term nature and complexity of the challenges France
has faced, including the Vitry-le-François train bombing of 1961 in which 28 persons were
killed and over 100 injured. (...) It embodies the principle of national solidarity, supports the legal capacities
and autonomy of victims and provides responsive measures to meet the immediate and
long-term needs of victims. The robustness of the country’s system in respect of victims is
enabled by a compulsory levy on property insurance policies.

Under article 24.8 of the Constitution, pretrial detention may not exceed six months for
cases punishable by an ordinary prison term, or one year for cases punishable by long-term
imprisonment.

term, or one year for cases punishable by long-term imprisonment. (...) Article 51 of the Criminal Code, as supplemented by article 1 of Act No. 2001-47,

In resolution 6/34, the Council requested the Special Rapporteur on the situation of human
rights in the Sudan to ensure effective follow-up and to foster the implementation of the
remaining short-term and the medium-term recommendations identified in the first report of the
Group of Experts (A/HRC/5/6) through an open and constructive dialogue with the Government
of the Sudan, taking into account the final report of the Group of Experts (A/HRC/6/19) and the
replies of the Government thereon, and to include information in this regard in her report to the
Council at its ninth session.
4. (...) (a) To cooperate and work in a transparent manner with the Government of the Sudan
and other relevant partners of the international community;
(b) To identify obstacles to the implementation of previous recommendations;
(c) To differentiate short-term from medium-term recommendations with a view to
assisting the Government of the Sudan to implement fully the recommendations identified and to
keep the victims of past and ongoing human rights violations of human rights and humanitarian
law in central focus, with the aim of reducing such violations in the future.

Using the indicators contained in the annex to the Group’s report submitted to the
Council (A/HRC/5/6), the independent expert provides an assessment of the Government’s
activities in implementing the recommendations to be achieved in the short- and medium-

Experts in its work:
