Many live in regions of high or very high water stress, experience low levels of development, face different socio- environmental conflicts and significant levels of poverty, requiring specific approaches for service provision. (...) The Special Rapporteur considers that the organization of the water and sanitation sector shows an absence of coordinated efforts and roles between the three levels of government. The federal and state levels do have some responsibilities in setting standards, creating specific legislation and supporting service provision. (...) The disconnect between the three levels of government hinders Mexico from achieving the highest attainable levels of services and complying with its obligations to realize the human rights to safe drinking water and sanitation. 14.

Bolivia is the second poorest country in Latin America and has one of the highest levels of child malnutrition and under-nourishment in the continent. (...) Malnutrition levels are much higher amongst the poorest families.1 Children in the poorest households have levels of malnutrition six times that of children born into the richest 20 per cent of households.2 Families of indigenous Quechua, Aymara, Guaraní and other peoples are far more affected by chronic malnutrition (28 per cent) than non-indigenous children (16 per cent).3 Many of Bolivia’s minorities, such as the 38,600 afro-bolivianos are also particularly affected by high levels of malnutrition. (...) To fulfil the right to food, the Government must use the maximum of its available resources and in every circumstance it must ensure the minimum essential level required to be free from hunger. Participation, accountability, transparency, empowerment and access to effective remedies must be ensured at all levels of the implementation of policies and programmes. 27.

The participants agreed on the need for – and benefits of – enhanced coordination, cooperation and partnerships at all levels, and stressed the need to move to the next level through implementation and careful monitoring of agreed work plans and programmes. (...) In this regard, there is also a need to identify in each region the structure best placed to coordinate and/or conduct the research needed to inform policies and interventions within the region and follow up to ensure findings are translated into action; A/HRC/17/35/Add.5 10 GE.11-12247 (b) Adequate allocation of human, financial and material/technical resources at all levels, including the grassroots level, and capacity-building, where needed, are prerequisites to building a more effective, human rights-based response to trafficking in persons within the regions.

The available data together with information on levels of POP-BDEs detected in the waste stream indicate a significant decrease in the levels of POP-BDEs in articles in use in developed countries. When POP-BDEs were encountered, their levels were much lower than were used in the past to comply with flammability requirements. (...) The latter has been encountered at higher levels and more frequently in articles in use and in waste articles than the brominated diphenyl ether congeners already listed under the Stockholm Convention.
