Under the Act, higher education is divided into three levels. The first culminates in a bachelor’s degree. (...) In accordance with its international and constitutional obligations, the Algerian Government provides free education at all levels, including higher education. 60. The Special Rapporteur welcomes the Algerian Government’s efforts to realize the right to education, in terms both of school and university infrastructure and in the level of resources allocated to this sector, including scholarships for pupils and students, free textbooks, transport services, etc. The rate of enrolment at primary level is excellent, exceeding 97 per cent. Parity in education access for boys and girls has largely been achieved at all levels.
