The law provides that the land an indigenous community utilizes for traditional economic activities may be granted a special legal designation of “territory of traditional nature use”, and be assigned to that community to use free-of- charge for a certain renewable period of time. Additionally, the Committee on Nationalities at the State Duma is working on a new draft law “On the protection of the environment for traditional way of living and traditional nature use of indigenous small-numbered people of the Russian Federation”. 34. (...) However, concern was expressed to the Special Rapporteur that federal land reforms could have the effect of undermining these currently existing regional entitlements, and in 8 Common List of Places of Traditional Lifestyles and Traditional Livelihood of Numerically Small Indigenous Peoples of the Russian Federation, N 631-p of 2009.

However, this generally positive attitude does not equally include members of non- traditional communities. According to a survey conducted by the Agency for Religious Affairs, the population generally displays different degrees of acceptance towards traditional and non-traditional religious communities. (...) Although government representatives mostly avoided the terms “traditional” and “non-traditional” when discussing this theme — except in the context of summits of religious leaders regularly convened in Kazakhstan — no one denied that adverse attitudes existed towards religious groups perceived as standing outside of the country’s traditional mosaic. (...) Here again, the difference between traditional and non-traditional religions comes into play.
