REPORT OF THE SPECIAL RAPPORTEUR ON THE RIGHTS OF INDIGENOUS PEOPLES, JAMES ANAYA : ADDENDUM
Building upon its earlier jurisprudence9, the Court expounded on the elements and implications of the right to property in the context of indigenous and tribal peoples, and it ordered Suriname, among other measures, to “delimit, demarcate, and grant collective title over the territory of the members of the Saramaka people, in accordance with their customary laws, and through previous, effective and fully informed consultations with the Saramaka people, without prejudice to other tribal and indigenous communities”;10 and to “adopt, in its domestic legislation, and through prior, effective and fully informed consultations with the Saramaka people, legislative, administrative, and other measures as may be required to recognize, protect, guarantee and give legal effect to the right of the members of the Saramaka people to hold collective title of the territory they have traditionally used and occupied”.11 10. The Court further ordered Suriname to “adopt legislative, administrative and other measures necessary to recognize and ensure the right of the Saramaka people to be effectively consulted, in accordance with their traditions and customs, or when necessary, the right to give or withhold their free, informed and prior consent, with regards to development or investment projects that may affect their territory”.12 Additionally, the Court ordered that the State “grant the members of the Saramaka people legal recognition of the collective juridical capacity, pertaining to the community to which they belong, with the purpose of ensuring the full exercise and enjoyment of their right to communal property, as well as collective access to justice, in accordance with their communal system, customary laws, and traditions”.13 11. (...) By virtue of that right they freely determine their political status and freely pursue their economic, social and cultural development”. 15 Interpreting the obligations of states under the Convention, the Committee on the Elimination of Discrimination has called upon states to “recognize and protect the rights of indigenous peoples to own, develop, control and use their communal lands, territories and resources and, where they have been deprived of their lands and territories traditionally owned or otherwise inhabited or used without their free and informed consent, to take steps to return those lands and territories.

REPORT OF THE NOVEMBER 2004 JOINT UNECE-UNODC MEETING ON CRIME STATISTICS
The meeting agreed that crime statistics may be produced for different purposes, in particular for the measurement of crime, for the assessment of the efficiency of the criminal justice system and for monitoring the success of crime prevention polices. Traditionally crime and criminal justice statistics were meant for measuring workload (and performance) of the bureaucracy rather than measuring crime.

REPORT OF THE INDEPENDENT EXPERT ON MINORITY ISSUES : ADDENDUM
Land, water and resource sharing arrangements were traditionally negotiated peacefully, and when specific incidents of violence, ethnic tension, or low-level conflicts emerged, traditional and customary processes of conflict resolution and reconciliation were implemented to prevent confrontation and resolve such issues. 29. (...) It should not be a means to increase government revenues by imposing "title fees" upon those who have traditionally inhabited the land. 7 The independent expert held consultations with the Gambella regional President and senior members of the Council, including the regional Supreme Court President, the head of the Justice Bureau, the Minister of Women’s Affairs, the Commissioner of Police (informal meeting) and representatives of the Bureau of Education, amongst others.

NOTE VERBALE DATED 2008/02/26 FROM THE PERMANENT MISSION OF CUBA ADDRESSED TO THE HUMAN RIGHTS COUNCIL SECRETARIAT
This invitation was the result of a sovereign decision by Cuba that had its origin in the country’s political tradition of cooperation with the United Nations human rights machinery, which is universally applicable and non-discriminatory in nature. (...) REPORT OF THE SPECIAL RAPPORTEUR ON THE RIGHTS OF INDIGENOUS PEOPLES, JAMES ANAYA : ADDENDUM
One of the primary concerns of the country’s seven indigenous peoples is the lack of sufficient official recognition and protection of their traditionally held lands and natural resources outside the comarcas. More than 100 indigenous communities are thought not to have land titles or any other form of official recognition of their rights over the lands that they have traditionally used and inhabited. Some of these communities live in protected areas, such as national parks. 33.
