Fourth, rural development is fundamental both to structural transformation in LDCs and to poverty eradication, as shown in UNCTAD’s LDC Report 2015: Transforming Rural Economies. (...) Moreover, that is where 82 per cent of those without access to electricity live. Structural transformation in LDCs therefore needs to have rural transformation as a starting point.
