He claims that to be the
result of an existing trend of mobbing him.
13. The Respondent responds that the panel interviewed the Applicant, his
supervisor and two “multi-rater sources” for the Applicant’s work plan outputs, one of
whom Applicant asked to be interviewed. (...) In the present case, the Applicant does not provide any evidence that the panel
was motivated by “a trend of mobbing”. The record shows that the Applicant filed a
complaint of misconduct against his supervisor only after the 2018 PAD was
completed.

Documents on file, particularly a five year trend reflected in the report
of the Secretary-General on the pattern of conferences (A/69/120) of
21 July 2014, and a statement by the USG, DGACM, of 15 January 2015
show that there is no reduction of the workload for the CTPU;
e. (...) Furthermore, while the situation in other TPUs is not really relevant for the
assessment of the evolution of the workload and staffing situation within CTPU,
the Tribunal notes that the available record shows that the number of posts filled
in other TPUs has equally decreased and/or that staff from other TPUs has been
lent to other services, thus showing that the change of workflows in the translation
sections, as well as the related reduction of workload and need for staff, is a trend
that can also be observed in other TPUs.
47. Additionally, the record shows that the DCM budget proposal for
2014-2015 included a reduction to its base budget, including a reduction in TAM,
which further confirms the trend of a reduction of workload. In this respect, the
Tribunal notes that the Applicant’s post was financed through TAM.

The prognosis by the Deputy Chief, LS, was reasonable at the time of
the decision and in line with the trends as broadly described by the former
Chief, LS, and the Executive Officer, DCM; even if the projected decrease
was ultimately less significant than the Deputy Chief, LS, had expected, his
prognosis should not be under scrutiny, since no allegation of retaliation
was made against him by the Applicant;

there was an expected decrease, and changing working patterns; the figures
pointing to a reduction of the work in the CTPU were in line with these
trends and DCM management knowledge that the workload of the TPUs
decreased, and would further decrease; the statistical data contained in the
MERS report also confirmed the trend of a workload reduction within
CTPU;
o. (...) The evidence of the then Chief, Languages Service, DCM, confirmed that
trend, and explained how with the expected introduction of eLuna, the whole
landscape and working processes of the Languages Service were supposed to
change further, which would impact on needs for typing staff of the TPUs.

Management on extending the deadlines for filing requests
for management evaluation by staff members or for
extending the deadlines for completing a management
evaluation pending efforts for informal resolution by the
Office of the Ombudsman;
(e) Conducting a timely review of an application to
suspend the implementation of a contested administrative
decision until the management evaluation has been
completed in cases involving separation from service;
making a recommendation to the Under-Secretary-General
on the outcome of such review; and communicating the
decision of the Under-Secretary-General on the outcome of
the review to the staff member;
(f) Monitoring the use of decision-making authority
and making recommendations to the Under-Secretary-
General for Management to address any discerned trends;
(g) Assisting the Under-Secretary-General for
Management to strengthen managerial accountability by
ensuring managers’ compliance with their responsibilities in
