VISIT TO FRANCE : REPORT OF THE SPECIAL RAPPORTEUR ON THE PROMOTION AND PROTECTION OF HUMAN RIGHTS AND FUNDAMENTAL FREEDOMS WHILE COUNTERING TERRORISM
She expresses her concern at the transposition of exceptional emergency-form powers into the ordinary law and the effect this may have on the protection of rights, as illustrated below.12 The Special Rapporteur affirms that France may lawfully enact restrictions to protect public order, but a clear tipping point to exceptionality arises when counter- terrorism measures engage profound, sustained and potentially disproportionate effects on the enjoyment of human rights, as discussed below. (...) She underscores the exceptionality of collective measures that have sizeable effects on groups whose connections to any wrongdoing might be tenuous. (...) The Special Rapporteur highlights the weighty effects of the offence of “apology for terrorism” on the right to freedom of expression.

REPORT OF THE SPECIAL RAPPORTEUR ON TORTURE AND OTHER CRUEL, INHUMAN OR DEGRADING TREATMENT OR PUNISHMENT, JUAN E. MENDEZ : ADDENDUM
For the 2010 universal periodic review, the Gambia committed itself to developing a draft law to that effect which was elaborated in 2013 but found not to be fully compliant with international standards. (...) At the security wing of Mile 2 Central Prison, the use of prolonged or indefinite solitary confinement for prisoners sentenced to death or to life terms causes pain and suffering of a mental nature that is severe and has long-lasting effects. The fate of those sentenced to death is dependent on the conditional moratorium, which gives rise to the “death row phenomenon” – a combination of circumstances producing severe mental trauma and physical suffering among prisoners awaiting the implementation of their death sentences that constitutes ill-treatment. (...) Although the Director General of Prisons said that food rations were “obviously enough”, the Special Rapporteur received testimonies that they were inadequate, of poor quality and often infested with unwanted particles. The corrupt practices of some prison officers affect prisoners’ rations.

VISIT TO HONDURAS : REPORT OF THE WORKING GROUP ON THE ISSUE OF DISCRIMINATION AGAINST WOMEN IN LAW AND IN PRACTICE
Not only does this have a disproportionate effect on women human rights defenders, who often do not have enough resources to pay for legal defence or travel to judicial or police stations, but it further erodes women’s already fragile trust in the judiciary or police. (...) The experts are concerned that the incorporation in January 2018 of the crime of illegal trespassing and appropriation of land into the list of crimes that may be committed by organized criminal groups, along with offences such as money laundering and terrorism, may generate a stigmatizing effect on women land defenders. For some, criminalization also entails prison. (...) Many interlocutors pointed to the lack of accessibility of contraception, particularly in rural areas, which, together with the prohibition of emergency contraception, contributes to a high rate of unwanted pregnancy, including adolescent pregnancy. 26 According to the United Nations Population Fund (UNFPA), Honduras has the second highest rate of adolescent pregnancy among countries in Latin America.

Remittances are also a significant component of the national economy of Tajikistan: officially recorded remittances constituted around 36.2 of GDP in 2006, and between 33 and 38.2 per cent in 2007, while the total estimate, including unrecorded flows, is believed to reach over 50 per cent of GDP.20 However, labour migration has reportedly had limited effect on the overall development of the economy.21 Migration has also had disruptive effects within the labour force and households, with diverse implications for the women left behind. 20.
