La instancia desarrolla diversas actividades, entre las que se incluye el Protocolo de Implementación de Medidas de Seguridad Inmediatas y Preventivas a favor de las y los defensores de derechos humanos, cuya acción esencial es la implementación del mecanismo de seguridad preventiva e inmediata ante el riesgo integral inminente de los y las defensoras, para lo cual se puede desarrollar seguridad perimetral, seguridad personal y seguridad de puesto fijo. La actuación de la referida instancia no ha brindado los resultados esperados. (...)  Otro resultado de la criminalización a las y los defensores es que cuando ellas y ellos finalmente logran que se le concedan medidas de seguridad de protección personal u organizacional, hay pérdida de la intimidad y de la independencia, pues los agentes asignados deben acompañarle en todo momento, tanto en sus actividades laborales como familiares.
