Policing, data retention, and facial recognition technology Following EHRC’s submission to the UN Special Rapporteur on the Right to Privacy, the ECtHR has ruled on Catt v the United Kingdom. 19 The ECtHR found that the UK Government violated the right to privacy (Article 8 ECHR) of the applicant and while there was a pressing need to collect the personal data about the applicant, there was no pressing need to retain it. The ruling called for increased safeguards for personal data collected overtly by the police. The ECtHR also noted that the absence of effective safeguards was of particular concern in relation to personal information about political opinions, where retention could have a ‘chilling effect’ on the right to engage in peaceful protest.

Capacitación: a miembros de la Policía Nacional en DDHH y Trata de Personas; a Inspectores del Trabajo en Detección y remisión de casos de trata ante autoridades judiciales; al Personal Diplomático y Consular en el manejo del Protocolo Consular para la atención de víctimas ecuatorianas de trata en el exterior; a funcionarios públicos en las temática niños, niñas y adolescentes víctimas de trata. 2. Ha mejorado la infraestructura de los centros de acogida para víctimas de estos delitos, y apoyado el incremento de personal y equipo técnico de la Policía Nacional que ha creado su “Unidad Anti-trata”.

The spread of hate speech against the LGBT community in the media, the Internet, the violation of the right to personal integrity, respect for human dignity, freedom of speech and peaceful assembly, as well as the commission of intolerance crimes based on sexual orientation and gender identity, is a cause of concern. 7. In the annual report of the Ukrainian Parliament Commissioner for Human Rights “On the status of observance and protection of human rights and freedoms of citizens of Ukraine” (2019), I made a number of recommendations to the authorities, in particular: (a) on necessity of the legalization of registered civil partnership in Ukraine for heterosexual and same sex couples; (b) on expansion of the full list of categories of persons who are considered to be discriminated against, in particular on the basis of sexual orientation and gender identity, to the Law of Ukraine «On the Principles of Prevention and Countering Discrimination in Ukraine»; (c) on ensuring that LGBTI people are able to exercise their legally guaranteed rights in particular, freedom of expression and personal inviolability, right to freedom from inhuman or degrading treatment, freedom of peaceful assembly; and (d) on strengthening awareness-raising activities aimed at raising citizens’ legal understanding of issues relevant to preventing and combating discrimination on the basis of sexual orientation and gender identity. 12.

Subsequent regulations have been adopted in accordance with the two above- mentioned laws, including the State standards for higher education as well as the regulations for organizing the activities of preschool organizations (Order No. 708 of the Ministry of Education and Science), which were approved on 10 July 2000.7 As regards the rights of the child, an important role devolves upon the Committee on the Protection of Children’s Rights, established on 21 February 2006 under the auspices of the Ministry of Education and Science.8 The Committee has the competence to consider personal appeals on child rights issues from the general public as well as matters related to the quality of educational services for children provided by State and public institutions. Measures adopted to expand the network of preschool education vary according to regional particularities; such measures include investing in family-run nurseries and establishing mini-centres opened on school grounds utilizing surplus space.
