15. The vast majority of human rights violations are committed by the armed forces and the
police and thus fall within the jurisdiction of the military tribunals. (...) They often
have misgivings about the formal system, having observed the corruption among judges and
court officers, political interference and inefficiency affecting the entire system, and the resulting

impunity that prevails in the vast majority of cases. People thus have more confidence in the
customary justice system, which is more familiar, easier to understand and easily accessible.
(...) In view of all the above, the Special Rapporteur notes that the judicial system is not
accessible to the vast majority of the population. This is especially true of those who are most
vulnerable: the poor, who make up the majority of the population, and women, who are victims
of sexual violence.

problematic, given a continued lack of adequate water treatment.

This is progress compared to the ambiguous article 16 of the Constitution which

lawyers, as already noted, and the absence of a legal aid system within Maldives, where legal
representation is unaffordable for the vast majority of the population.
49. (...) During his visit,
including to the Maafushi prison, the Special Rapporteur observed that the vast majority of
prisoners were young. The criminalization of young drug users and the imposition of very severe
sentences is a particularly serious problem. (...) According to the information provided by the Government, the vast majority of
