The focus of the report this year, in Part II, is e-government initiatives directed at improving operational efficiency through the integration of back-office functions. Whilst such initiatives, if successful, will deliver benefits to citizens, the primary purpose is to improve the effectiveness of government and governmental agencies. (...) The key variables involved in the delivery of back-office integration are the people, processes and technology required.
Whilst the technology is increasingly resilient and 'fit for purpose', the evidence indicates that success or failure is less a technological issue and more a people issue - in particular, the ability to change public service cultures and motivate public sector workers to new ways of working, address trade union concerns, and provide adequately skilled and competent management and leadership."

ELECTRIC STORAGE SYSTEMS : REVISION OF PACKING INSTRUCTION 903 / TRANSMITTED BY THE EXPERT FROM THE UNITED KINGDOM
However, the way in which the text is written seems to indicate that whilst
batteries and cells alone or batteries and cells packed with equipment must meet the Packing
Group II performance levels, packaging for batteries and cells contained in equipment need only
be packed in strong outer packagings. (...) The equipment itself will protect fitted batteries or
cells whilst those packed with the equipment will be fitted in the protective material in such a
way that it additionally protects the batteries or cells themselves. Thus UN tests of packaging
containing equipment batteries or cells could lead to significant damage to the equipment whilst
having no effect on the battery or cell.

Reporting and Social Media Crackdowns
Whilst the information provided by independent media and Uyghur human rights
organisations is reliable, the lack of ability to investigate further what happened has left
many questions unanswered, in particular the fates, whereabouts and conditions of all those
detained, and the situations during which fatalities occurred.

Much of this coverage remains ‘unimproved’ or basic, and the next big challenge, whilst continuing to accelerate progress, is converting this coverage to ‘improved’ or ‘safe’ sanitation.
Whilst the implementation of CLTSH remains strong, the study findings suggest there are some key implementation adjustments which could improve the uptake of improved sanitation.
