Nonetheless, Afro -Swedes are a group that is racialized in particular ways, situated in internationally widespread racial hierarchies that often place black people at the bottom, implicated by the legacies of the transatlantic trade and European colonialism, and challenge popular conceptions of Swedish nationality and the conditions that shape their racial identities. (...) The same day, the Prime Minister declared that the cabinet would call an extraordinary election to be held on 22 March 2015. For constitutional reasons, the extraordinary election could not be called until 29 December 2014. (...) A failure of the school system to counter this seems to be widespread. Also, students and even teachers in higher education seem to encounter similar problems, often without support from the Equality Ombudsman. 78.

Encouraged by assurances to the effect that a detainee subject to this procedure would enjoy certain safeguards, including the right to be informed of the reasons for detention, the right to contact legal counsel and family members and the right to challenge the legality of detention and present any arguments concerning the detention before a judicial authority, the Special Rapporteur urges that all cases of deprivation of liberty allow for prompt and substantive judicial review, and that each of the above-mentioned guarantees be explicitly provided for in the same law, in order to avoid any misunderstanding that the anti-terrorism law constitutes an exception to otherwise available guarantees. (...) This deficiency, coupled with the fact that SSI officers in practice enjoy carte blanche in deciding on whom to arrest and that terrorist suspects are in many cases detained without receiving sufficiently detailed information, if any, on the reason for their detention, is incompatible with article 9 (2) of the International Covenant and seriously diminishes any real possibility for the A/HRC/13/37/Add.2 10 GE.09-16795 detainee to contest the legality of detention, as stipulated by article 9 (4). (...) Of particular concern is the widespread practice that persons are not actually released after a release order is given, but are transferred by SSI officers to non-official premises or police stations where they are held illegally until a new detention order is given.

The research found that, for 67.9 per cent of internally displaced households, persecution and insecurity were the only determining factors of their displacement. The main reasons given for leaving were an unsafe community, 14 threats, murder, in- jury, extortion and sexual violence. (...) Community members described the widespread extortion by gangs, known as a “war tax”, and r e- lated killings when payments were not made. (...) Extremely high levels of domestic violence, femicide and sexual violence are causing women to flee in the knowledge that currently there is widespread impunity for the perpetrators and a criminal justice system which is failing them.

This disparity may have various reasons, such as the forced choice between categories of mestizo and “Afro-Peruvian” that conceals Afro- Peruvians and fragments identity. (...) Other Afro-Peruvians self-identify as mestizo to exclude themselves from a group associated with discrimination, to accurately reflect their multiracial identities or for other reasons. The Working Group observed a prison identification photograph of an Afro-Peruvian who was racially identified as mestizo. (...) In Ica, the Working Group heard reports of the closure of universities without alternatives and lost family investments, schools with leaking classrooms, widespread lack of access to running water, and insufficient textbooks. 58.

She also noted that, while extreme poverty is widespread in most parts of Zambia, there is a clear gap between the standards of living of urban and ru- ral populations. (...) Historical biases favouring public expenditure in urban areas have been pre- sented as a possible explanation for the large rural-urban digression. Further reasons lie in the structure of the Zambian economy. (...) It should also provide capacity- building and training to women and public authorities, particularly in rural areas. 21. Thus despite their numerical majority, in view of their non-dominant situation, widespread marginalization and self-identification as a political minority, one focus of the Special Rapporteur’s visit to Brazil was the situation of Afro-Brazilians, including Quilombo and other traditional communities, as well as Terreiro Afro-religious communities. (...) The Special Rapporteur further observes that, compounding the violence itself, is the widespread impunity surrounding such crimes. Police officers are seldom brought to justice and the vast majority of the victims do not obtain any kind of reparation. For example, a recent review of 220 investigations of police killings opened in 2011 in the city of Rio de Janeiro found that, after four years, only one police officer had been charged. 7 Given the widespread nature of the impunity, witnesses of police killings rarely go to the police to testify for fear of retaliation.

While a planned visit to Diyala had to be cancelled for security reasons, the Representative had the opportunity to visit a number of informal settlements in the Baghdad area and villages hosting IDPs in the Erbil area. (...) Moreover, impunity is reported as being widespread, while access to justice is largely absent due to fear of reprisals, lack of capacity among rule of law institutions, corruption and lack of awareness of accountability mechanisms.11 10. (...) Serious concerns were raised during the universal periodic review of Iraq regarding the security of persons in Iraq generally, widespread impunity and corruption, and inade- quate capacity among rule of law institutions.40 The protection needs of IDPs are, however, often more acute due to specific vulnerabilities caused by displacement.
