All 13 workouts were conducted successfully, and the vast majority of recommendations made by the workout teams were approved by the respective decision- making panels. Achievements made as a result of the workouts are described in chapter III below. 7. (...) The proposals that will be reviewed explore: domestic avenues (e.g. defanging creditors through strong sovereign immunities across the world, outright exclusion of litigation in respect to vulture activities in jurisdictions hosting financial centers) and international options (e.g. devising public international law reinforcing sovereign immunities or banning uncooperative hedge funds from purchasing HIPCs sovereign debts on secondary markets or making it impossible for creditors to holdout during debt workouts). International options include proposals to change poor practices through contractual clauses, through international conventions as well as through informal normative approaches. These include, for example, imbalances in the international trade system, the international financial system, in international debt and the lack of a sovereign debt workout mechanism, in international investment policy, in international tax cooperation, in the sharing of natural resources, in access to medicines and health, in technology development, innovation, and access policies, in North-South relationships in many areas. 3 International cooperation is also at the heart of the achievement of the 2030 Agenda for Sustainable Development. One sees this in virtually all of the SDGs but, more importantly, in SDG 17 which talks about enhancing global cooperation on trade, finance, technology, global governance, and other areas of international cooperation for ensuring that the means of implementation are provided to all countries, particularly developing countries, to enable them to achieve the SDGs, in particular Goal 1 on ending poverty; Goal 2 on ending hunger and achieving food security; Goal 3 on ensuring healthy lives; Goal 5 on achieving gender equality; Goal 9 on fostering industrialization and innovation; and Goal 14 on natural resource conservation and protection; and, in that context, contribute to the achievement of their right to development. These goals are the focus of the upcoming HLPF on Sustainable Development that will take place this July 2017.

A workout regime with ex post efficiency would minimize the economic dislocation and pain in the economy of the defaulting government, promote economic growth and return the country to a sustainable debt situation. (...) One may also see especially clearly the political essence of the workout from debt crises in the case of the low-income countries. (...) If the debtor defaults, the guarantee is invoked and the task of collecting on these loans passes to the export credit agency. In short, the debt workout in such cases is, ipso facto, an intergovernmental process.10 The goals of this process have changed over time (which is not to say that the goals have not been necessarily all met).
