The proposals that will be reviewed explore: domestic avenues (e.g. defanging creditors through strong sovereign immunities across the world, outright exclusion of litigation in respect to vulture activities in jurisdictions hosting financial centers) and international options (e.g. devising public international law reinforcing sovereign immunities or banning uncooperative hedge funds from purchasing HIPCs sovereign debts on secondary markets or making it impossible for creditors to holdout during debt workouts). International options include proposals to change poor practices through contractual clauses, through international conventions as well as through informal normative approaches. All 13 workouts were conducted successfully, and the vast majority of recommendations made by the workout teams were approved by the respective decision- making panels. (...) To date, the secretariat has accrued over one million points through this programme, which is the equivalent of between USD 20,000 and USD 25,000 in avoided travel costs. 22. In October 2012, a workout team reviewed the workflows and processes related to the secretariat’s travel plan. (...) The processing of invitations to external events was considered to be slow, cumbersome and not fully effective. The workout resulted in a number of improvements, including a reduction in process loops, which was implemented quickly and allowed the team responsible for the travel plan to effectively manage the high workload despite the prolonged absence of a team member.

In October 2012, a ‘workout’ team reviewed workflows and processes related to the secretariat’s travel plan, which provides secretariat-wide coordination of responses to meeting invitations and thereby ensures consistency in communication to external event organizers. FCCC/SBI/2013/INF.5 7 ‘workout’ team was tasked to identify opportunities to improve the process and to recommend applicable solutions: (a) To reduce the lead time for providing a response to external invitations; (b) To reduce the average number of person-hours for processing travel-related correspondence per invitation; (c) To increase the proportion of timely responses to invitations; (d) To increase the proportion of timely input by programmes in accordance with the deadlines set by the travel plan team; (e) To increase the proportion of mission reports submitted on time. 21. (...) Having conducted three ‘workouts’ in 2012, the secretariat plans to conduct 10–15 complex improvement projects in 2013 and in the following years and it is expected that the benefits of the projects will be on average at least 25 per cent higher than the investment.

However, in order for a new global debt workout mechanism to see the light of day we need all countries on board. (...) For the NGO community it is important that a debt workout mechanism is independent of creditors, is comprehensive in the way that it deals with all types of debts, has a human needs based approach, holds lenders and borrowers accountable for irresponsible behaviour and finally, includes all stakeholders' right to be heard and give evidence. We encourage the Second Committee to take the opportunity the FfD conference gives to create a debt workout mechanism based on these parameters, to secure sustainable financing of development.

Getting in debt trouble with private creditors Two very diff erent types of workouts have been used to restructure market-based sovereign debt. (...) Th ese measures did lead to an increased number of quick and somewhat orderly restructurings.
