A high proportion of individuals detained in the facilities that the Special Rapporteur visited were held on suspicion of armed robbery; many of them with close-range gunshot wounds to the feet and legs, which is reportedly a common practice to prevent suspects from fleeing once they have been apprehended and a means to make them confess on the threat of death. (...) The Special Rapporteur met at least three detainees with life-threatening gunshot wounds that would die without prompt medical attention (Mr. (...) Detainees are held in unsanitary overcrowded cells, forced to sleep on the concrete floor, and are provided with insufficient food and clean water. At some police stations, women and men, children and adults are held together in extremely overcrowded conditions.

The Special Rapporteur also came across other forms of torture and ill-treatment including death threats, beating with truncheons, beating with the butt of a rifle, beating on the soles of the feet with truncheons and rubber hoses, kicking, hitting in the windpipe, holding detainees upside down and beating the soles of their feet, stamping on detainees’ handcuffs to break the skin, inflicting non-lethal gunshot wounds, forcing detainees to beat other detainees, withholding food, verbal abuse, sexual insults, leaving detainees handcuffed in uncomfortable positions for long periods of time, denial of medical treatment and attempted gang rape.

Although the Boroka police station had clean cells and detainees received sufficient water and food, conditions in the Goroka and the Mount Hagen police stations were particularly appalling, reflecting total disregard for human dignity.

Cipinang prison is also a showcase for discrimination in the prison system, resulting from omnipresent corruption with relatively clean and comfortable cells for those who can pay, whereas poor detainees have to sleep in heavily overcrowded halls or cells, on mats they brought from home, on the ground. (...) Many of the prisons were very spacious, clean and well maintained, and occupied below maximum capacity.

On the same day at 08:00 one of the missiles launched in direction of Qaraghaci village of Tartar region made an impact on the vehicle, model “VAZ 2107” driven by the settler Rahimov Jalal Saday which resulted in the death by blood loss of the passenger Rahimov Orkhan Valeh born 1993, who also was Qaraghaci village settler, from loss of both legs and various shrapnel wounds. The driver of the vehicle Jalal Rahimov and Ahmadov Ramin Rafig, born 1990, who was nearby the vehicle during the impact received numerous shrapnel wounds. (...) As a result I.Ahmadov was checked in at the Barda Central region hospital with numerous shrapnel wound all over his body. At 19:20 one of the missiles launched in direction of Shikharkh village made an impact on the vehicle, model “Niva-2121” driven by the settler Aliyev Sadig Natig, born 1987. At the result the passenger of the vehicle Asadli Farman Elchin, born 1992, passed away from blood loss caused by the numerous shrapnel wounds. Driver and the other passenger Rahimov Mubariz Vagif, born 1982 received numerous shrapnel wounds.
